William Willingham (also known as "Willie" Willingham), born June 21, 1961, in Memphis, Tennessee, is wanted for kidnapping and rape in Tate County, Mississippi. On December 22, 1998, Willingham allegedly tied up his girlfriend in her bedroom at her residence and went to the next room to rape her daughter. His girlfriend managed to free herself and went to her daughter's aid, at which point Willingham allegedly brandished a knife and forced her back into her room before returning to continue raping her daughter. He then fled the residence.
On March 4, 1999, a Tate County, Mississippi, grand jury indicted Willingham for statutory rape and kidnapping. A federal arrest warrant was subsequently issued after he was charged with Unlawful Flight to Avoid Prosecution. The FBI's Jackson Field Office leads the fugitive investigation, and the FBI states Willingham "should be considered armed and dangerous." He has ties to Memphis, Tennessee, and may travel through Arkansas and Alabama. He is reportedly a heavy drinker, uses drugs, and is known to carry a 12-inch knife. The FBI is offering a reward of up to $10,000 for information leading to his arrest. He is described as a Black male, 6'1", 180 pounds, with black hair, brown eyes, and tattoos on his left forearm (the word "GEMINI," a circle with a symbol inside, and a circle with a cross inside) as well as two unidentified tattoos on his left bicep; he works as a welder and tractor driver.
