Missing or Unidentified Person
Terry Joseph Good Voice Elk, also known as Terry Waters, was 27 years old and living in Rapid City, South Dakota, when he was last seen in the city on November 14, 1991. He is American Indian/Alaska Native, male, between 5'7" and 5'9" tall, and 180 to 190 pounds, with black hair and brown eyes. A previous injury left him with a glass right eye, for which he typically wore sunglasses. He had scars on his legs, wrists, and abdomen, and wore an earring in his left ear. He was known to usually carry a backpack and a wallet on a chain. At the time he was last seen he was wearing black steel-toe boots. No further public details of the circumstances of his last contact — including a specific time of day or the identity of any witness — have been documented.
The Rapid City Police Department is the lead investigating agency. Terry's case is entered in the National Missing and Unidentified Persons System as NamUs #MP14701 (case created May 11, 2012) and is also listed with the Doe Network as case #5397DMSD and with the South Dakota Missing Persons Clearinghouse. No suspect, witness, or person of interest has been publicly identified in connection with his disappearance, and no arrests have been reported. Terry remains missing as of 2026.
